The 50+1 rule ensures that the fans hold the majority (50%+1) of a club’s (eg: Bayern München AG) voting rights through a registered association (eg: Bayern München eingetragener Verein owns 75.01% of the club, whereas the rest is divided equally between Adidas, Allianz and Audi). This doesn’t mean that the fans directly decide on every signing of course. Currently Bayern has almost 300.000 members (fans who own shares in the eV), making it the football club with most members in the World (ahead of Benfica, Barca and Boca). These Bayern members (aside from ticket discounts, scarfs and nicknacks) can vote, during the annual general assembly in the Audi Dome in Munich (issue here is that basically non-locals will have a hard time voting), for Bayern’s president, who then appoints the CEO and the rest of the board, including the Sporting Director, in this case Hasan Salihamidzic, who was responsible, among others, of this totally ridiculous signing. It’s a bit like a little country’s democracy: you elect your representatives, but you can’t really control all of their decisions.

To all the people who think Lewandowski deserves the Ballon D'Or. Let's take a look at that logic. The main thing and one of the only things Lewandowski has going for him is having the most goal contributions. By the same logic that Lewandowski deserves the Ballon D'or this year, Messi should have 9 Ballon D'Ors already (for having the most goal contributions). Congrats, you've played yourself.
